Orange County is one of the largest counties in the state of Florida. Located in the heart of central Florida, the county is home to Orlando, one of the fasted growing cities in the United States. The County Comptroller is an elected official who answers directly to Orange County citizens and is responsible for overseeing the use of county resources.

Security and ADA compliance were critical in the redesign

For the Office of the Orange County Comptroller, requirements included an online presence that could better respond to citizen-users’ needs, particularly in the areas of site navigation, mobile friendliness , ADA compliance and visual appeal, all while ensuring maximum site security. The Orange County Comptroller website had become outdated and unmanageable and was in need of being redesigned. The Comptroller’s office required a new site that could accommodate the following:

Navigation – allow information to be accessed within 3 click of a mouse; easy to locate static information (minutes & records)
Mobile Friendly – ensure new site is responsive and easily accessible via any device / tablet
Content Structure and Reduction – ensure only relevant / up-to-date content is migrated into a new site and assist with content strategy to focus on quality not quantity
Visual Appeal – need a modern & aesthetically appealing design
ADA Compliance – making the site accessible for all visitors
Security – updated technology (providing unique information that cannot be accessed from any other site)

Extensive research went into the project

DigitalUs conducted competitive reviews of other comptroller sites and interviewed Orange County staff and other stakeholder groups in order to develop a plan for success. As a result, new navigation was developed that better focused on user needs instead of departmental structure.

The site was built on a new content management solution to alleviate the content editing and publishing issues that existed with the old site. The redesigned site includes a dynamic slider for the easy posting and display of the latest news.

A fast access section was developed to quickly provide residents and businesses with the information and services they accessed most frequently. The site also includes many self-service applications such as records search that give site visitors access to information 24 hours a day and limit the burden on Orange County staff.

DigitalUs also integrated technology from the previous custom search vendor to ensure continuity of search results after the launch of the new site.

The site was judged "Best in Class" by the Interactive Media Awards

The new site was well received upon launch. It is visually appealing and places a greater emphasis on the needs of Orange County citizens. The ADA-compliant site includes a streamlined navigation and the use of well-placed icons for popular information that aid in the user experience.

The site was built on a new content management solution to alleviate the content editing and publishing issues that existed with the old site.

Mobile responsive coding allows the website to automatically adjust to fit tablets and phones, but also take advantage of the full width of today’s high-resolution monitors.
